Each application, as referred to in § 901.03, shall be delivered by the City Clerk to the City Engineer, who shall without unreasonable delay, either grant or reject such application. In the absence of the City Engineer, the application may be delivered to the City Manager, who shall either grant or reject the same. Upon rejection of the application, the applicant shall have the right to present the matter to Council, the order of which shall be final in such matter, and upon final rejection, the deposit of money referred to in § 901.04 shall be returned to the person who deposited the same.
