§ 901.04 DEPOSITS GENERALLY.
   (A)   Whenever any person makes application for permission to dig or excavate in any public place, he shall pay to the City Clerk a sum of money to be based upon the square yards of surface of such public place to be removed and subsequently replaced. The City Engineer shall fix a rate for each square yard of surface, which shall approximate the cost of replacement of such public place to be disturbed, plus 10%.
   (B)   The City Clerk shall make and deliver to such person his written receipt for any money so deposited.
