No person, except as authorized by ordinance, order, license or permit of Council, shall drop, place, throw or suffer to remain upon any street any glass, scrap iron, nails, tacks, wire, paper or offensive matter of any kind, in such manner that the same may in any way cause injury to limb or property or be offensive or dangerous to the public welfare.
