Any person desiring a permit to keep, store or transport explosives within the city, as required in § 513.01, shall make written application to the Fire Chief therefor. Upon the filing of such application, the Fire Chief shall examine the applicant and the magazine, if the explosives are to be stored, and the use to which such explosives are to be put. If, upon such examination, the Fire Chief shall find that the things required as set forth in the application are true and in proper form, he shall, in conformity with this article, issue and deliver to such applicant a permit, without charge, for the period mentioned in such application.
