(A) Noise prohibited. No person or persons shall make or cause or permit to be made or caused upon any premise within the city limits any unnecessary noises or sounds, as defined by this section, which are annoying or disturbing to persons of ordinary sensitiveness, as defined by standards established by this section, which are so annoying or so prolonged or so repetitive in their intensity, time or place of occurrence as to cause discomfort to any person within the city.
(B) Definitions. Annoying or disturbing or unnecessary noises which are hereby declared to be in violation of this section include, and are limited to the following:
EXHAUST DISCHARGE. The discharge into the open air of the exhaust of any vehicle except through a muffler or other device which will effectively permit loud or explosive noises therefrom.
HORNS or SIGNAL DEVICES. The sounding of any horn or signal device of any automobile, truck, taxicab, motorcycle, bus or other vehicle, whether or not in motion, except when necessary to give warning of threatened collision with another vehicle or with a pedestrian; provided, however, that nothing contained herein shall apply to any emergency vehicle.
MUSICAL INSTRUMENTS. The playing of any radio, phonograph, television or any musical instrument with such volume as to disturb or annoy any person within the city.
USE OF VEHICLES. The use of any automobile, motorcycle, truck or other vehicle so out of repair or loaded in such manner as to create unreasonably loud or unnecessary noise.
