(A) No person shall parade, deliver a public address, talk or speech or hold any public meeting or assembly in any park or on any sidewalk, street, highway or other public grounds in the city, without first having obtained a written permit from the City Manager to do so.
(B) (1) The permit may be refused or cancelled if the resultant conditions would unreasonably hinder the movement of traffic or would require the diversion of sufficient police officers or firemen so as to deprive the municipality of normal police and fire protection, or would be reasonably likely to provoke disorderly conduct or create a disturbance.
(2) The permit or any order accompanying it may limit or prescribe reasonable conditions, including the hours, the places of assembly and of dispersal, the route of march or travel and the park, sidewalks, streets, highways or other public grounds which may be used or occupied.
