No person shall slaughter animals within the city nor within one mile of the city limits, except in places and under conditions prescribed or approved by the Health Department. No meat from an animal that has been slaughtered or cut up in a slaughterhouse or other place that is unclean or filthy, and no meat that has been transported under unclean or filthy conditions shall be sold or offered for sale.
