§ 505.02 DOGS AND CATS RUNNING-AT-LARGE.
   (A)   No owner or any person in charge of any dog or cat, whether or not such dog or cat has attached to it a license tag or whether or not it has been vaccinated, shall cause or permit such dog or cat to run or be upon a street, sidewalk or public place within the city or upon any property other than property owned by or under the control of such person who is the owner of or has control of such dog or cat unless such dog or cat is accompanied by its owner or some other person in charge of such dog or cat.
   (B)   Any person or persons violating any provision of this section shall, upon conviction, be fined for the first offense $75 plus court cost and any other associated cost, second offense would be a minimum of $175 plus court cost and any other associated cost with a maximum cost of $500 plus court cost and any other associated cost, and the impounding of any dog or cat shall not relieve the owner or person in charge thereof from prosecution for the violation of this section.
