The Municipal Court Clerk of the city is hereby authorized to issue not more than 20 parking permits for a fee of $20 per permit to the Independent Steelworkers Union (ISU) to permit parking without paying meter fees along the north side of Virginia Avenue between the west side of Main Street and the east side of Orchard Street. Said parking permits shall be renewable annually upon the same terms and conditions as set forth hereinabove.
