To facilitate the enforcement of state laws regulating parking in handicapped spaces, all handicapped accessible parking spaces within the city will conform to the following:
(A) Each space will be marked by fluorescent paint;
(B) Each space will be at least 96 inches (2,440 mm) wide; and
(C) Each space will be so designated as reserved by a vertical sign showing the symbol for handicapped parking.
