All municipal police and fire service fees shall be paid in two equal installments. The first installment payment will be due on September 30 of each calendar year and become delinquent on October 1 of the same calendar year. The second installment payment will be due March 31 of the following calendar year and become delinquent on April 1 of that calendar year. If installments are not paid on or before the respective due dates on which it becomes delinquent, a penalty of 2% of the installment fee due shall be added and an additional 1% of the installment fee shall be added for each succeeding 30 days elapsing before payment is made.
