(A) A key vault system, or such other high security system, which, in the opinion of the Fire Marshal, is designed to give emergency services agencies immediate access to locked buildings, structures, elevators and other secured areas, shall be installed in a conspicuous and accessible location in all multi-family dwellings containing four or more units, commercial buildings and structures, governmental buildings and structures, and all buildings and structures or portions of buildings and structures used for gathering together 50 or more persons for purposes of deliberation, worship, entertainment, eating, drinking, amusement, awaiting transportation, or any other building or structure classified as an assembly occupancy under state and federal Fire Codes, built and constructed within the corporate boundaries of the city. The owner of each dwelling, building and structure described herein shall provide, install and replace the high security system required by this section.
(B) Any person who violates any provision of this section shall be subject to a minimum penalty of $300, nor more than $500. The Fire Marshal, or his or her designee, shall have plenary power and authority to enforce this section in the municipal court or such other court of competent jurisdiction.
