There is hereby created a Traffic Commission consisting of five persons, all of whom must be qualified voters of the city. The five members shall be known as Traffic Commissioners and shall be appointed by the Mayor, upon recommendation of the City Manager and with the approval of Council. All such appointments shall be made for periods of four years each by the appointing power hereinbefore designated.
