The Chief of the Police Department is hereby authorized and directed to supply police officers with tags which shall be used for the purpose of giving due notice to owners, chauffeurs and drivers of automobiles and other vehicles where there are any violations of the traffic laws and rules of the Police Department, that such owner shall appear before the judge of the Police Court of the city, designating the date and time thereof; provided, however, that this provision shall not interfere with the rights of the policeman to arrest on view for crimes and misdemeanors.
