§ 191.01 ADDITIONAL FUNDING IN EMERGENCY GRANT SITUATION.
   (A)   Emergency grant funds will continue to have a maximum limit of $3,000 and will continue to be processed through the Selection Committee and the CDBG staff committee to determine eligibility for funding.
   (B)   Additional funding will be available in an emergency situation under the urgent need criteria on a case by case review basis.
   (C)   Additional funds will not be available for any persons if the application is over one year old unless that person resubmits an application to the Committee verifying eligibility and emergency status.
   (D)   The additional funding will require Selection Committee approval and will only be available for those applicants who have been approved for the original $3,000 grant money by the Selection Committee.
   (E)   The Selection Committee will consist of seven members, one from each ward. If a Councilmember does not wish to be the representative from their ward, they will appoint a member who is a resident of that ward. The CDBG Director will chair the Committee and will have a tie breaking vote only. A quorum is necessary to consider the approval valid.
   (F)   Members of the Selection Committee will be appointed for a one year term ending June 30 at each year. In the event an opening arises in the middle at a term or a new appointment is to be made, the Councilmember will notify the CDBG Director of their choice in writing or by phone.
   (G)   The CDBG Staff Committee will continue to process all applications and paperwork to determine the income eligibility of any applicant. Once eligibility has been established, the applications will be turned over to the Selection Committee for approval of funding.
