§ 912.04 ROAD NAMING.
   (A)   The Hancock County Road Name Index is to be the official listing of names for streets and roads in the city.
   (B)   No street within the city may be assigned a name on a subdivision plat or otherwise until such name has been registered, approved and added to the Hancock County Road Name Index. The Hancock County Addressing Committee shall have authority to refuse registration of any name already registered, confusingly similar to a name already registered, deemed confusing for purposes of emergency response.
   (C)   No street name currently shown on a subdivision plat filed with Hancock County or otherwise shall be implemented by a subdivision owner until such name has been registered, approved and added to the Hancock County Road Name Index. The Hancock County Addressing Committee shall have authority to refuse registration of any name already registered, confusingly similar to a name already registered, deemed confusing for purposes of emergency response.
   (D)   Road names may not duplicate road names already assigned, irrespective of road name prefixes or suffixes.
   (E)   A street name will not be considered different when using the same proper name and changing the suffix (ex. Smith Street or Smith Avenue).
   (F)   A street may have only one name throughout its entire length.
   (G)   (1)   Following the completion of an address conversion within the city there shall be a moratorium on changing the road or street name(s) for a period of two years.
      (2)   Thereafter, a petition requesting a change in name, signed by owners of 80% of the parcels on the street whose name is proposed to be changed, shall be filed with the city. Such petition shall not be filed until the city, or duly authorized agent, confirms the availability of the proposed name, but, not later than 90 days following such confirmation.
      (3)   Documentation will include a copy of the tax map and a list of the deed book and page number for each parcel of property on that road. This list will aide in verification of ownership for each signature on the petition.
      (4)   A non-refundable deposit of $50 shall accompany the petition. Upon approval of the name change, the petitioner shall be obligated to pay to the city for the actual costs incurred by the name change.
      (5)   Residents along the affected road or street shall be responsible for advising the United States Postal Service of such road or street name changes. The city may also provide notice of such changes to the United States Postal Service.
