The Planning Commission generally shall develop and prepare plans for the development of the city and of any land outside of the city which, in the opinion of the Commission, bears a relation to the planning of the city. Such plans, so far as possible, shall provide for the location and character of public buildings and improvements, streets and roads, parks and parkways, recreation areas, bridges, tunnels, railroad crossings, street lighting systems, sewerage and water supply systems and public housing projects.
