(A) (1) Any person who, without justification, willfully and unlawfully causes physical injury to any trained dog owned, controlled or used by the city Police Department, or any other law enforcement agency, is guilty of a misdemeanor and, upon conviction thereof, shall be fined not more than $500, or confined in the county jail not more than 30 days, or both.
(2) Any person convicted of a violation of this section shall be ordered to make restitution to the law enforcement agency owning the animal for any veterinary bills and replacement costs of any disabled animal.
(B) Any person who willfully obstructs, impedes or interferes with the lawful performance of a trained dog owned, controlled or used by the city Police Department, or any other law enforcement agency, in a police activity shall be guilty of a misdemeanor and, upon conviction thereof, shall be fined not more than $500, or confined in the county jail not more than ten days, or both.
(C) Any person who willfully touches or attempts to touch a trained dog owned, controlled or used by the city Police Department, or any other law enforcement agency, after being directed not to do so by a law enforcement officer, shall be guilty of a misdemeanor and, upon conviction thereof, shall be fined not more than $500, or confined in the county jail not more than ten days, or both.
