§ 149.99 PENALTY.
   Any person who willfully resists, prevents, impedes or interferes with the Commission, its members, agents or agencies in the performance of duties pursuant to this article or willfully violates a final order of the Commission shall be fined not less than $100 nor more than $500 or imprisoned for not exceeding 30 days, or both; and each incident shall constitute a separate violation and will be subject to the penalty set forth, but seeking judicial review of an order shall not be deemed to be such willful conduct.
