The city shall issue notice to any owner of property abutting any city street, roadway, or alleyway in violation of this article to remove such violation within 15 days of receipt of the notice. Notice shall be served in one of the following manners:
(A) Delivered personally;
(B) Sent by certified mail to the address of the property; or
(C) If the notice is returned showing that the letter was not delivered, a copy thereof shall be posted in a conspicuous place in or about the property affected by such notice.
