(A) There is hereby created the Sanitary Board of the city.
(B) The Sanitary Board of the city shall consist of the Mayor of the city, who shall act as Chairman of the Board, a registered professional engineer, who shall serve for a term of three years, and a resident of the city, who shall serve for a term of two years; neither of such last two members shall have been an officer or employee of the city within a period of one year prior to the effective date of this article.
(C) Upon the expiration of each of the terms of such appointees, other than the Mayor, and of each succeeding term, a successor shall be appointed by Council for a full term of three years, but during the construction period of the works constructed under the supervision and direction of the Sanitary Board, one member thereof shall be a registered professional engineer. The Chairman of the Board shall always be the Mayor of the city. Vacancies to fill unexpired terms shall be filled by Council.
