§ 123.04 ACTING CITY MANAGER.
   (A)   When a serving City Manager will not be able to exercise his or her powers due to temporary absence for disability, vacation, or for other legitimate purposes, he or she may designate a qualified city administrative officer to exercise his or her duties during his or her temporary absence or disability.
   (B)   When the City Manager designates another person to act, as set out in division (A) above, the City Council may, by a majority vote, revoke this designation and appoint another officer of the city to serve as City Manager until the regularly appointed City Manager returns.
   (C)   In the event that the City Manager has not designated a replacement, or if the office of City Manager is unoccupied, the City Council may, by resolution, appoint a qualified officer or person of the city to perform the duties of the City Manager until he or she shall return or until his or her disability shall cease. In the case where there is no City Manager, the acting City Manager shall serve until a new City Manager is appointed by the Mayor and approved by the City Council.
