Any person referred to in § 50.02 desiring garbage or rubbish to be disposed of by the village shall be required to place, or caused to be placed, the same on the days scheduled for collection thereof in a suitable receptacle in the right-of-way between the sidewalk and curb lines or driveway approach in front of the premises, provided, however, that no receptacle shall be placed for collection prior to 12:00 p.m. preceding the day of collection.
