(A) No person, firm, or corporation shall make a service connection, or any part thereof, to the water systems or sanitary sewer system of the village, or cause the same to be done, without first a permit and paying all applicable fees and charges.
(B) The lots and parcels of land specifically covered by the non-participant charges, system capacity charges, and/or other charges described herein, are set forth and delineated in specific ordinances and agreements of the village, to which reference is hereby made for identification purposes.
(C) Prior to recording subdivision plats, all utility fees and charges are to be paid in accordance with the subdivision ordinance of the village (see Chapter 152 of these codified ordinances).
(D) Prior to the issuance of a building permit, all applicable fees and charges must be paid to the Utilities Department. A release will then be issued to the Building Department.
