(A) The village hereby approves and adopts the Citizen Participation Plan Guidelines, attached to Resolution 98-102. Such guidelines are hereby adopted by reference and shall be treated as if set forth in full herein.
(B) It shall not be a requirement of the village that any individual or entity desiring to rezone real estate shall adhere to, abide by, or participate in the Citizen Participation Plan Guidelines adopted in this section.
(C) The use of the Citizen Participation Plan Guidelines adopted in this section is strictly voluntary, but is shall be the policy of the village that in the event any individual wishes to avail himself or herself of this procedure, the village shall cooperate and assist in attempting to make its facilities available in furtherance of the goals in the Citizen Participation Plan Guidelines.
