(A) General. The occupant of any structure shall be responsible for the continued vermin-free condition of the structure, and if the occupant fails to maintain the vermin-free condition, the cost of extermination shall be the responsibility of the occupant.
(B) Exception. Where vermin infestations are caused by defects in the structure, the owner shall be responsible for extermination.
