(A) General. All exterior property and premises shall be maintained in a clean, safe, and sanitary condition and free of rubbish. The exterior property and premises shall be maintained so as not to interfere with the comfortable enjoyment of adjoining properties or have a negative effect upon the value of the subject property or upon the value of other property in the neighborhood or the village.
(B) Vegetation. All land shall be properly maintained, with lawns, hedges, bushes, tree lawns, trees, and other vegetation to be trimmed and kept from becoming overgrown and unsightly. Leaves shall be raked and disposed of to avoid unreasonable accumulation where such leaves are exposed to public view or where they may constitute a blighting influence on adjoining property.
(C) Driveways, parking areas, walks, and tree lawns. All driveways, parking areas, walkways, and tree lawns shall be kept in a proper state of repair and maintained free of weeds, and hazardous conditions. For the purposes of this chapter, the words EXTERIOR PROPERTY and PREMISES shall include the strip of land sometimes referred to as the park lawn or tree lawn (such as the portion of right-of-way between the curb, or the paved street if there is no curb, and the sidewalk) and any other unpaved portion of right-of-way which abuts property of an owner.
