For the second violation of the same general character occurring not sooner than 20 days and not later than two years after the first violation, the written statement may be omitted and a violation notice specifying that the violation shall be corrected within 24 hours of receipt of said violation notice may be sent. If the violation is not corrected by the specified compliance date, appropriate action or proceeding may be instituted in a court of proper jurisdiction. For the third violation of the same general character occurring not sooner than 20 days after the second violation and not later than two years after the first violation, appropriate action or proceeding may be instituted immediately in a court of proper jurisdiction without notification to the property owner.
