All utilities (including, but not limited to, gas, electric, telephone, and CATV cables) shall be located underground throughout the subdivision. Utility junction boxes and other above ground appurtenances shall be placed at the rear of lots unless otherwise stipulated by the Village Engineer. Wherever existing utility facilities are above ground, unless otherwise stipulated by the Village Engineer, they shall be placed underground.
