(A) General policy. Connection to village central sewer and water systems shall be required for all subdivisions within the village.
(B) Exemptions for minor subdivisions (lot splits). Exemptions may be granted for minor subdivisions by the Planning Commission, subject to the following:
(1) Central sewer and water systems are not available;
(2) A minimum lot area of 25,000 square feet and minimum lot width of 100 feet shall be provided for each lot proposed for exemption; and
(3) The subdivider provides written evidence from the applicable health or environmental agency indicating that the lots proposed for exemption can be properly serviced with systems other than central sewer and water systems.
