§ 34.31 AUXILIARY OFFICER PROGRAM.
   (A)   Generally. The Waynesville Police Department Law Enforcement Auxiliary Program provides an opportunity along career development to learn about the law enforcement profession by working closely with sworn police officers so that each auxiliary member will have a better understanding of the role of a police officer in society.
   (B)   Program description.
      (1)   The Waynesville Police Department Law Enforcement Auxiliary Program was established for the purpose of introducing auxiliary officers to the patrol function of the Police Department. Auxiliary officers in good standing are given the opportunity to accompany police officers during hours and observe the officers in the performance of tasks such as:
         (a)   Report/complaint writing;
         (b)   Accident investigations;
         (c)   Felony and misdemeanor investigations;
         (d)   Crime prevention techniques; and
         (e)   Evidence gathering and processing.
      (2)   The Auxiliary Program consists of personnel who have met the standards of training required for their position. Persons approved to participate in the Auxiliary Program will not act in a sworn capacity nor will they be permitted to carry firearms.
      (3)   All auxiliary officers are expected to work a scheduled eight-hour shift per week.
      (4)   Auxiliary officers will receive a limited amount of basic training and may be selected to attend other training courses at other academies, in keeping with the needs of the Police Department.
      (5)   Auxiliary officers may be called upon in emergencies to perform day-to-day functions within their training and authority and may be selected to perform security details as needed.
      (6)   An auxiliary officer may be selected to become a reserve police officer with the Police Department.
      (7)   Auxiliary officers are expected to meet the minimum qualifications established for a police officer, and be at least 20 years of age at the time of application.
      (8)   The Auxiliary Program is under the authority of the Operations Commander. Auxiliary officers may be assigned to various functions and be placed under the direct supervision of that function’s supervisor.
      (9)   The auxiliary officer may be dismissed from the Auxiliary Program for any of the following reasons:
         (a)   Unsatisfactory performance;
         (b)   Failure to complete training;
         (c)   Failure to comply with the Police Department regulations; and/or
         (d)   Failure to complete required hours.
      (10)   An auxiliary officer may elect not to advance as a reserve police officer but remain and assist with the programs and tasks within the Police Department.
      (11)   Auxiliary officers may be certified officers, and will keep the certification up to date.
   (C)   Auxiliary Program objectives.
      (1)   The primary objective of the Auxiliary Program is to allow the auxiliary participants a training/assistance program through observation of activities of police officers. There will be no participation in any activity involving personal risk to the auxiliary officer.
      (2)   Auxiliary officers will not be assigned to any duties requiring sworn officer status.
   (D)   Auxiliary duties and responsibilities.
      (1)   Duties and responsibilities of the auxiliary participants are limited by the very nature of the program and their civilian status. Duties may include traffic direction, special events, crowd control, assisting at Police Department or school functions, assisting the Central Records Section, the detectives, the Communications Center, assist administrative personnel by completing tasks as directed, acting as couriers when needed, and may be assigned to assist the Community Relations/Crime Prevention Officer.
      (2)   Auxiliary officers may be assigned to a training officer which would require him or her to accompany the road patrol officer on tours of duty and assist that officer. Auxiliary officers are permitted to assist in report writing, traffic control, securing a crime scene, and the like, but are not permitted to carry a firearm or make an arrest.
      (3)   Responsibilities and requirements for the auxiliary members are outlined in the auxiliary officer job description provided in § 34.32.
   (E)   Pay protocol for reserve and auxiliary police officers.
      (1)   Purpose. The following pay protocol is adopted to provide partial reimbursement to reserve and auxiliary police officers for job-related expenses and job-related equipment required by but not provided by the village.
      (2)   Pay protocol. The Chief of Police will determine the pay protocol. The pay shall be as follows:
         (a)   Reserve officers will be paid $10 for each approved full eight-hour shift.
         (b)   Auxiliary officers will be paid $5 for each approved full eight-hour shift.
      (3)   Requirements for officers to be paid.
         (a)   Paid shifts begin on Friday at 1600 hours and end on Sunday at 2400 hours. Auxiliary officers will be paid only for the weekend shifts.
         (b)   During the remainder of the week, if a full-time officer is attending class or is unable to work his or her shift, a reserve officer will be paid for covering the shift pending the approval of the Chief of Police.
         (c)   In case of an emergency, the Chief of Police may authorize the pay of an officer who is called in to work.
         (d)   Pay will be rendered quarterly, as determined by the Finance Director.
