11-6-1: TITLE:
This Chapter shall be known and cited as THE WAYNE SITE PLAN REGULATIONS. (Ord. 91-03, 2-5-1991, eff. 3-1-1991)
11-6-2: DEFINITIONS:
All terms used in this Chapter, unless otherwise defined herein, or unless defined in the subdivision regulations and/or the Zoning Ordinance 1 , shall be given their ordinary and customary meanings. (Ord. 91-03, 2-5-1991, eff. 3-1-1991)

11-6-3: SITE PLAN APPROVAL REQUIRED:
An applicant for a building permit or petitioner seeking approval of a preliminary plan or special use shall be required to receive site plan approval from the corporate authorities when the following developments or construction are contemplated:
   A.   Commercial, limited business or local shopping center buildings or development.
   B.   Clubs and public or private recreational facilities not constructed on a zoned single-family residential lot.
   C.   Multiple-family developments.
   D.   Attached or detached single-family cluster developments in a planned development where housing units are arranged to maximize open space, but which might not have or meet established standards for yards and setbacks. (Ord. 91-03, 2-5-1991, eff. 3-1-1991)
11-6-4: SITE PLAN REVIEW:
   A.   Intent: In order to exercise a more orderly control of land use within land zoned or to be zoned for the purposes listed in Section 11-6-3 of this Chapter, the Village hereby establishes a site plan review process.
   B.   Authority: Site plans for development as hereinafter described shall be subject to the approval of the corporate authorities may additionally be reviewed by the Plan Commission, as appropriate, for compliance with the Zoning Ordinance, subdivision regulations, Landscaping, Screening and Tree Preservation Ordinance and other ordinances or regulations of the Village, where applicable 1 .
The corporate authorities may request the Plan Commission to conduct public hearings and to report their findings and recommendations with respect to any site plan. (Ord. 91-03, 2-5-1991, eff. 3-1-1991)

11-6-5: SITE PLAN DETAILS:
The site plan shall contain the following detailed information:
   A.   Names and addresses of owner, beneficial owners, applicant, planner, architect, engineer and landscape architect, as appropriate.
   B.   Scale, north arrow, date.
   C.   Title of the project or property.
   D.   Location and dimensions of existing and proposed buildings and structures, including adjacent lot lines. Building heights, number of stories, setbacks, side yards, floor area ratio, building ground coverage ratio, swimming pools, tennis courts and other accessory uses will also be shown or included in data submitted.
   E.   Within two hundred fifty feet (250') of the boundary of the proposed site, the location of all existing structures, roads, rights of way and wooded areas which are reasonably needed to review the impact of the proposed construction on adjoining properties.
   F.   Ground elevations, existing and proposed, top of foundation elevations on all adjacent structures.
   G.   Location of floodplains, floodways and streams, wetlands and other bodies of water, existing vegetation including tree lines, hedgerows, and woodlands, fences, walls, etc., and locations of trees five inches (5") in diameter and above.
   H.   Vehicular, service and pedestrian access, including driveways, sidewalks, bridle paths, curbs, streets, pavement markings, traffic signals and onsite parking, circulation, signage and curb cuts within two hundred feet (200') of the site.
   I.   Off-street parking and loading areas, including number of spaces and dimensions.
   J.   Lighting standards, including location, size, height, type, illumination and intensity.
   K.   Outdoor storage areas, if any.
   L.   Waste disposal areas, including type of containers, bins, dumpsters, etc., and proposed enclosure methods.
   M.   Preliminary engineering, drainage, grading, floodplain, and onsite stormwater detention areas and diagrams showing the flow of water onto and off the site.
   N.   Elevations showing the exterior design of all four (4) sides of all proposed structures including detailed description of exterior construction materials. Elevations shall represent those colors which will be utilized in the design.
   O.   Other plan details as may reasonably be required by the Plan Commission or the corporate authorities.
   P.   Landscape plan and details in compliance with the Wayne Comprehensive Landscape, Screening and Tree Preservation Ordinance 1 .
