In submitting the secondary plat to the Commission, it shall be accompanied by a certificate from the Board of County Commissioners stating that there has been filed with and approved by that body, one of the following: a certificate by the Developer's Engineer/Surveyor that all improvements and installations to the subdivision required by §§ 155.120 through 155.126 and 155.160 through 155.160 have been made or installed in accordance with specifications.
