(A) Wherever a proposed subdivision lies adjacent to or between other subdivisions which have been provided with sidewalks, the Commission shall require connecting sidewalks on both sides of the streets which are extensions of existing streets having such sidewalks.
(B) Sidewalks on each side of a street within a subdivision shall also be required where the lots average 20,000 square feet or less in area.
(C) When sidewalks are provided, they shall be constructed of portland cement concrete, at least four inches thick and four feet wide.
