No person or company having a franchise to build, operate, or maintain a telephone line or exchange in the corporate limits of the village shall allow any other person, persons, or company to bring other lines into the village over his, her, or their poles until such second party shall have obtained a franchise to enter the corporate limits of the village. Any such company or persons violating this section shall be liable to the penalty set forth in § 115.99(C) and forfeit their charter.
