No such person, persons, company, or corporation shall erect, operate, or maintain any such lines or poles in any street or alley so as to interfere with any drain, tile sewer, ditch, sidewalk, fence, boulevard, or building either public or private nor shall they set or maintain any posts, poles, or telephone lines only by direction or under the supervision of the Street and Alley Committee.
