A license fee of $10 per day shall be charged for any person, firm, or corporation, not residents of the village, who shall pass or distribute any advertising matter or hand bills, advertising its, his, her, or their business, which shall be paid to the Village Clerk in advance, except that this subchapter shall not apply to farmers who wish to distribute sale of stock bills in the village or to any firm or individual having a branch house in the village.
