The amount so deposited by the applicant or applicants for extension of lines and connections shall be refunded to such consumer or consumers by the reduction of the monthly charge under § 55.01 at the rate of 50% of each monthly bill until the total deposited without interest has been refunded, provided that if, at any time, there is not sufficient funds to pay the operating expenses and the deposits to the various funds, reduction of the monthly charges to such consumer or consumers shall be delayed until such funds are sufficient.
