1068.03 ISSUANCE OF CITATION; REMOVAL AND IMPOUNDMENT OF VEHICLES; COSTS.
   A vehicle which remains in or on the streets or roads of the City for four hours following the issuance of a citation under the provisions of Section 1068.02 may be removed and impounded, provided that first however, upon the issuance of the citation, a notice is posted in a conspicuous place on the vehicle setting forth the date and time of the issuance of the citation and indicating that the vehicle will be towed if not moved in the time provided. The costs of the removal, impounding and storage shall be charged to the owner of the vehicle.
   (b)   A vehicle which remains in or on the streets or roads of the City which is deemed to be an abandoned vehicle may be posted for such a violation simultaneously with the posting of the citation noted in subparagraph (a). If said vehicle is an abandoned vehicle, the 48-hour notice period for the removal of said abandoned vehicle shall commence by the issuance of the citation noted in subparagraph (a) herein. Even if the snow emergency is canceled by the Police Chief or the Police Chief's designee as noted in Section 1068.01, the time period necessary for the removal of an abandoned vehicle shall not be lessened and shall commence as noted on the citation issued in accordance with subparagraph (a) herein, provided that the notice contains information both for the removal of the vehicle as a result of the snow emergency and the removal of the vehicle as a result of it being an abandoned vehicle.
