The City of Detroit, through the Detroit Water and Sewerage Department, as the State approved control authority, is authorized to administer and enforce the provisions of this chapter on behalf of the City of Wayne. The City of Wayne has executed and hereby ratifies its delegation agreement with the City of Detroit through the Detroit Water and Sewerage Department, which sets forth the terms and conditions of such delegated authority, consistent with this chapter, and shall allow the Detroit Water and Sewerage Department to perform the specific responsibilities of control authority pursuant to State and Federal law.
