860.04 REFERENCES; INSPECTIONS; COUNCIL APPROVAL; RESTRICTIONS; HOURS OF OPERATION.
   (a)   Every applicant applying for a permit shall, no less than ninety days in advance of the show, carnival, circus, revival, public assembly or exhibition, provide the names of two or more persons or business entities as references. The City shall, within thirty days of said application for a permit, review said application and, in the City's sole discretion, determine whether or not to issue a conditional permit. A final permit shall be issued after approval by the City Council and inspections conducted by the City departments at the time of the event.
   (b)   Said application must be approved by the City Council. The City reserves the right to impose such restrictions or conditions that continue to promote the public health, safety and welfare of the residents of the City, as recommended by the Police and Fire Divisions, the Building Department and the City Council.
   (c)   No public show, carnival, circus, revival, public assembly or exhibition, including games, rides and food and drink concessions, shall begin earlier than 11:00 a.m., nor shall they be open to the public later than 11:00 p.m. No public show, carnival, circus, revival, public assembly or exhibition applied for under this chapter may be longer than four days in duration.
