(a) Every person applying for the permit required by this chapter shall furnish the City Clerk with the name and residence address of the owner and the person and organization in control of the show, carnival, circus, revival, public assembly or exhibition and the general nature or character of such show, carnival, circus, revival, public assembly or exhibition. The applicant must also provide information regarding the specific site location, including, but not limited to, information regarding the housing of animals, tents, parking, means of advertising, restroom facilities, insurance and all games, rides and food and drink concessions. Said information will be provided on a drawing submitted with the application. All such applications received by the Clerk's office will be processed upon payment of a two hundred dollar ($200.00) non-refundable application fee.

(b) Every applicant shall, additionally, furnish a performance bond, within seven days of approval by the City Council, in the sum of one thousand dollars ($1,000), unless the Recreation Department requires a lesser amount at Goudy Park, to insure that the site of the show, carnival, circus, revival, public assembly or exhibition is cleaned up in a manner that is acceptable to the City. The Council may set such other conditions as it deems reasonable as conditions precedent to said public show, carnival, circus, revival, public assembly or exhibition, in addition to the performance bond. The City shall be the sole judge as to the cleanliness of said property. The City shall, in its sole discretion, clean up any such property, including adjoining property, if necessary, and charge the cost of the clean-up to the applicant, if said property, and any adjoining property, if required, has not been cleaned up within twenty-four hours of the conclusion of the show, carnival, circus, revival, public assembly or exhibition.
