No person shall conduct any special event (public show, carnival, circus, revival, public assembly or exhibition) of any kind in the City without first obtaining a permit therefor from the City.

(a) The following factors shall be considered when determining whether or not an event is subject to the permitting process set forth in this chapter.
(1) There are more than 100 participants.
(2) The event would create exaggerated or exacerbated traffic conditions for the location.
(3) That the event expects to sell or distribute food to more than 100 participants.
(4) That tents or shelters greater than 2,000 square feet would be used.
(5) Any type of open burning is involved.
(b) The applicant is responsible for any and all health inspections or requirements by the County Health Department.
