The purposes of this chapter are to promote the public health, safety and welfare of the residents of the City of Wayne and to protect the public health, safety and welfare of those who are desirous of conducting public shows, carnivals, circuses, revivals, public assemblies or exhibitions, as well as any animals that may be a part of any public show, carnival, circus, revival, public assembly or exhibition, and to protect the residents of the City of Wayne against related noise, odors, vehicular traffic and pedestrian traffic.
