The operator of every shelter for the homeless shall be responsible for the sanitary maintenance of the walls, floors and ceiling and for maintenance of a sanitary condition in every other part of the shelter, and shall be further responsible for the sanitary maintenance of the entire structure or building if leased to or occupied by the operator.
