No licensee under this chapter shall rent to any person under eighteen years of age until receipt of an acknowledgement in writing signed by either a parent or legal guardian of the applicant in the presence of the licensee or his or her duly authorized agent, to the effect that permission is granted for the applicant to use the vehicle and that such parent or guardian assumes full responsibility for all acts of the applicant in the use of the vehicle rented or leased.
