844.09 DUTIES OF LICENSEE.
   Licensees under this chapter shall:
   (a)   Maintain precise records of vehicle rentals, indicating the name of the person to whom the rental was made, his or her address, the registered motor number of the vehicle leased, together with other identifying data, the parent's or guardian's written approval of any minor's application and his or her agreement to be responsible for the actions of such minor in the use of such vehicle, the date and time of its rental and the time of its return to the licensee;
   (b)   Rent vehicles only to persons who have and can show a valid operator's license for motor vehicles;
   (c)   Rent vehicles only if the driver and his or her passengers are wearing helmets approved by the Police Division;
   (d)   Maintain all vehicles in a safe condition and provide each with all equipment required by law. Mufflers shall not be equipped with any device that exaggerates the exhaust noise of such vehicle.
   (e)   Keep all vehicles, when not in use, stored within a building upon the licensed premises. Repairs shall be made only within a building on the premises.
   (f)   Operate the business between the hours of 10:00 a.m. and 8:00 p.m. only. There shall be no rentals or return of vehicles between 8:00 p.m. and 10:00 a.m. of the following day.

   (g)   Purchase a policy of insurance for every vehicle owned, rented or kept on the premises. Such policy shall have a minimum coverage of twenty-five thousand dollars ($25,000) for injury to any one person and fifty thousand dollars ($50,000) for injury to two or more persons injured as a result of any one occurrence or accident.

   (h)   Have only the number of vehicles on the premises as provided for in the license application;
   (i)   Prevent the running of vehicle motors on the licensed premises, except for ingress and egress and except for necessary repairs within a building on the premises;
   (j)   Maintain the licensed premises in a clean and sanitary condition; and
   (k)   Comply with all ordinances and regulations of the City.
