Licenses issued under this chapter are subject to revocation by the City Manager after granting the licensee an opportunity to be heard by the City Manager or the City Manager's designee, when the operation of the activities licensed has created a public nuisance or is otherwise detrimental to the health, safety, morals or welfare of the users of mechanical or electronic amusement devices, billiard tables or bowling alleys or the general public.
