The City Clerk shall refer the license application to the Police Department, Fire Department and Building Department for investigation and inspection as provided in this section, and shall receive from the Police Department, Fire Department and the Building Department a report of their respective investigations and inspections prior to submitting the application to the City Manager.
(a) Investigation. The Police Department shall conduct an investigation as to the character of the applicant and the type of mechanical or electronic amusement device to be used. The Police Department shall provide to the City Clerk a report of the investigation.
(b) Inspection. The Building Department and Fire Department shall conduct the following inspections:
(1) If the license application is for an establishment, store or place where the use of mechanical or electronic amusement devices constitutes a principal use or arcade, the Building Department and the Fire Department shall conduct such inspections of the premises as are necessary to determine whether or not the building involved meets all the requirements of the Zoning Code, the Building Code and the Fire Prevention Code. No license shall be issued hereunder for any establishment, store or place, which does not comply with the requirements of such Codes.
(2) If the license application is for an accessory use, the Building Department and the Fire Department shall conduct or cause to be conducted such inspections of the premises as are necessary to determine whether or not the building involved meets all the requirements of the Zoning Code, the Building Code and the Fire Prevention Code. No license shall be issued hereunder for any establishment, store or place which does not comply with the requirements of such Codes.
(3) If the license application is for a principal use or arcade, the Building Department shall make a recommendation as to the number of machines acceptable for use at the premises proposed to be licensed. Such recommendation shall be based on the occupancy load of the building and on such other considerations as the various City Departments may make to protect the interests of the health, safety and welfare of the customers of the establishment and the general public.
(c) Violations. If the Building Department and/or the Fire Department issue a violation for any Zoning Code, Building Code and/or Fire Prevention Code, the Building Department and/or Fire Department shall include such violation(s) in their report to the City Clerk.
