No materials recovery operator shall purchase or receive, by sale, barter, exchange or otherwise, any article mentioned in this chapter between 9:00 p.m. and 7:00 a.m. of the following day, nor shall a materials recovery operator purchase or receive any article from any person who is intoxicated, or from any person known by such materials recovery operator to be a thief or any associate of thieves or a receiver of stolen property, or from any person he or she has reason to suspect of being such, or from any minor less than eighteen years of age.
